The enclave province of Cabinda is bordered by the Republic of Congo and the Democratic Republic of the Congo. Angola is the second largest producer of petrol and diamonds in sub-Saharan Africa, despite this situation the people of Angola are some of the poorest in Africa. Corruption has taken a large portion of the oil proceeds. The province of Cabinda was the scene of a civil war and still some groups demand autonomy from Angola. Growth should return in 2010 as 2009 was a rough year for oil prices and exporters, and also the continuity in government should provide some stability.
