Winston Baldwin Spencer was born in Antigua and Barbuda in 1948. His education includes stays in Canada, Norway and the United Kingdom. Before entering politics Spencer was involved in labour movements, of which he was a prominent leader. He was elected to parliament for the first time in 1989, he was part of the opposition and eventually the opposition leader until he was elected prime minister in 2004. He is well regarded internationally for his diplomatic skills, he also serves as his country's foreign minister.
